Uk only. Criminal applies for parole. Parole refused. How long must he wait before he can re-apply?

I have no personal interest in this but two youngsters (Sean Mercer and another one who killed an army cadet) have been given life sentences with a minimum period before they can apply for parole. I understand but may be wrong that the first application is usually turned down. Can also someone confirm this
